Elderly Health Care Voucher Scheme


To ensure the well-being of our senior citizens, the government launched the "Health Care Voucher" in 2009. This initiative aims to financially support eligible elderly individuals in covering the costs of private primary healthcare services. By doing so, the government enables seniors to receive timely and quality diagnoses, examinations, and treatments while relieving the strain on public healthcare resources.



How to Apply for and Use Health Care Vouchers?

Elderly individuals who are aged 65 or above and hold a valid Hong Kong identity card or a Certificate of Exemption issued by the Immigration Department can enjoy the benefits of the Health Care Voucher Scheme without the need for registration or collection.

Enrolled healthcare service providers, such as clinics, medical institutions, or service centers, will open individual health care voucher accounts for eligible seniors when they first use the vouchers.

Upon usage, healthcare service providers will provide the elderly with a "Notice on Use of Health Care Voucher" and the system will also send an immediate SMS notification to the respective senior or their designated family member/caregiver for record-keeping purposes.



What is the Amount of Government Subsidy?

Eligible senior citizens can receive an annual amount of HKD 2,000 in health care vouchers, with the ability to retain and accumulate unused vouchers. The cumulative limit for voucher balance is set at HKD 8,000.

Additionally, starting from July 28, 2023, eligible seniors can share their health care vouchers with their spouses. This means that when one partner's voucher balance is depleted, they can utilize the remaining balance in their spouse's voucher account.

What Medical Services are Covered by the Health Care Voucher Scheme?

The Elderly Health Care Voucher Scheme now encompasses 14 categories of healthcare professionals, including:

-Medical practitioners

-Chinese medicine practitioners

-Dentists

-Chiropractors

-Registered nurses and enrolled nurses

-Physiotherapists

-Occupational therapists

-Radiographers

-Medical laboratory technologists

-Optometrists with Part I registration

-Audiologists

-Dietitians

-Clinical psychologists

-Speech therapists

How to Access Medical Services at EC Healthcare?

EC Healthcare, comprising multiple healthcare institutions, brings together a diverse range of specialized medical professionals who have all registered to participate in the Elderly Health Care Voucher Scheme. Most of the medical services provided by EC Healthcare are eligible for health care vouchers, including:

-General outpatient services

-Specialist outpatient services

-Physical examinations

-Diagnostic imaging

-Registered Chinese medicine practitioners
